Scoundrels seek to close six schools.

Ted Thompson, Betty Cornett, Phillip Bates, Vanessa Perry and Mike Mullins of the Wise County School Board voted in favor of closing six southwest Virgina high schools yesterday.  This is not a defeat for the proponents of saving communities and providing good education for our children.  This is just a more focused attack on reason by these five scoundrels.  The real fight is ahead.  The real fight begins when the Wise County Board of Supervisors is asked to build new schools for Wise, Coeburn and Big Stone Gap.  The real fight begins when the Wise County Board of Supervisors (four of whom are reaching the end of their terms) are asked to tax all the people of Wise County to build new high schools for three towns.  People not familiar with Wise county should be aware that with the rise in development along the four lane highways that Wise and Coeburn are basically the same town.  This will be two new high schools for the kids in Wise and Coeburn and one new high school for Big Stone Gap.  For those keeping score, those just happen to be the three home towns of the five mentioned school board members.  Zero high schools for the kids in St. Paul, Appalachia and Pound.  If all this does not may any sense to you dear reader it is because THIS DOES NOT MAKE ANY SENSE!
So.  Now begins a new fight in the defense of reason and education.  The next battle will be fought in the Wise County Board of Supervisors.  Unfortunately, this board has no public email address.  (Two less than the School board.)  Therefore, I will begin my personal efforts in saving schools by calling the Board of Supervisors as often as I can.  If you believe in community schools, school choice and school competition then I ask you to call them as well.  You don't have to be from Virginia to believe that schools are important.  Thanks for your help.  Their phone number is 276-328-2321.

Your best pal ever,
Shannon Smith

(p.s.  To any that take  offense at me calling these scoundrels "scoundrels" I'll make no apology.  I like to call a thing what a thing is.  A "scoundrel" is a mean, unprincipled rascal or rogue.  If you are a person that seeks to take schools away from children and destroy communities and wrap this treacherous idea in the name of "consolidation" when your real and obvious motivation is only to build new schools for your own home towns then you sir or madam are a scoundrel.)

Thoughts on the Nov. 3 Wise County hearing on closing schools.

Last night I attended and spoke at the Wise County School Board's public hearing in regards to closing six community schools and building new schools for three towns in the county.  I no longer call it "consolidation" because it is apparent that this board does not care if the students from the towns that will be without schools even go to the new schools.  The board and many people from the town of Wise could care less if the students of Pound, Appalachia, Powell Valley and St. Paul come to these new buildings.  They just want their new buildings and their big sports teams and students be damned.

I went up to the microphone last night and blabbed on about my opinions.  I had a written script I wanted to use but I was so fired up that I immediately abandoned it.  I really don't even remember what I said.  I may have sounded like a drunk for all I know.  When board member Thompson told me I had thirty seconds left to speak I just got faster and louder.  When he told me my time was up I got even faster and louder.  I apologize for that.  It was disrespectful to the other people that wanted to speak.  However, if I had it to do over, I would have talked even more.  I just would have been more focused.  Too much is at stake.  I won't blab on about it again in this post.  You can read much of my opinion on it here.

There were a few things that stood out to me at the meeting.
Where are the people of Coeburn?  Where are you?  Do you not care.?  Are you just waiting on your new school?  I did not see one person from Coeburn.  Maybe I missed one.  I was not keeping score but still, does it not matter to them? School closing supporters from Wise were there but not in any kind of impressive number considering it was in their own auditorium.  I left work early and traveled all the way from Russel County to be there.  Where were you Coeburn?  It's practically your back yard.  And yes, there were people from Wise that are against the school closings.

I was very impressed by the kids that spoke.  Again, I did not take score and I'm sure there were kids from all over the county but I was especially impressed by the kids from Appalachia and St. Paul.  The best prepared statements and the only statements with any kind of legitimate numbers and facts all came from high school kids.  Apparently, Appalachia and St. Paul High Schools are doing something right.  Apparently computers and the Internet work just as well in old buildings as new.

I also want to point out my disappointment with area news outlets, at least on television and the Internet.  So far I have found only two articles about the hearing and it is obvious that both reporters left after the first forty-five minutes of what was at least a three hour hearing.  Both reporters quote people from Wise who were for consolidation but they fail to mention that the red shirts quickly evacuated after the first hour or so and it was almost exclusively people from Pound, Powell Valley, Appalachia and St. Paul against consolidation that spoke long into the night.  Again, where were you Coeburn?

It is also apparent that the school board has no plan or at least none they will reveal.  I applaud board member Monty Salyers for trying to answer questions but it is such a shame the board would give him no information to work with.   I can only assume that they intend to force the closing of schools and then use that to demand the money to build their new schools for Wise, Coeburn and Big Stone Gap.  This is going to be a mess.  This is going to get ugly.  We are looking at years of lawsuits.  The taxpayers of Appalachia, Pound, St. Paul and even the Powell Valley area have made it clear they will not pay for Wise, Coeburn and Big Stone Gap to have new schools while theirs are taken away.  (For those not from the area, Powell Valley High is the the defacto Big Stone Gap school but, from what I saw last night, many Powell Valley area citizens are not asking for a new school.   Sorry if that is confusing.  There are Big Stone Gap folks that want a new building but many that are attached to Powell Valley High that do not.)

To the people of Wise.  Last night I was in J. J. Kelly for the first time in many years.  It looked about the same as I remembered.  Yeah, it needs some work.  It's and old school.  Just about as old as the school in Castlewood VA that was successfully remodeled.  While you have waited for years for your new big consolidated school, your kids have sat in a building in disrepair when they could have had a nicely remodeled building like in Castlewood.  Shame on the school board for not fixing the buildings already.  Shame on the citizens for not forcing them to act.

I really, really, really hate to look at this as us vs. them.  I really don't want this to be Wise, Coeburn and Big Stone Gap against the rest of the county but, I'm sad to say that is what it is.  The board members for the school closings are from Wise, Coeburn and Big Stone Gap and the pro-school closing folks that spoke out from those towns made it painfully obvious that what they care about is big sports facilities and big schools and students be damned.  It's very sad.  Very sad.

An open letter on the closing of Virginia schools.

What follows is an open letter to the Wise County School Board, the Wise County taxpayers and elected officials of the Commonwealth of Virginia.

On Nov. 3 at J. J. Kelly High School in Wise, Mike Mullins (of Wise), Vanessa Perry (of Coeburn), Ted Thompson (of Big Stone Gap), Phillip Bates (of Wise) and Betty Cornett (of Big Stone Gap) will try to sell the people of Wise County their plan to close six schools and charge them with building three new schools. My Wise County elementary school education tells me that if you take six from six and add three you are still short three schools. This cannot happen. This will not happen.

Betty Cornett has said “I see this really as a beginning for Wise County high schools. We will close six schools and create three new schools with new names, new mascots, new colors and equitable curriculum for all our students.” Are you kidding me Mrs. Cornett? You can improve “equitable curriculum” for a lot less than the cost of three new schools and if you want to put the taxpayers on the hook for new names, mascots and colors then you are either misguided or incompetent. Do you think the people of Wise County are fools or do you really think new names, mascots and colors are worth destroying communities? The future of education in America is more schools, smaller schools and more choice but you want to make a net closure of three schools so that you can have new mascots?. Are you kidding me?

In our current presidential election there are few things that Obama and McCain agree on but they both agree on more choice and more competition in schools. One supports charter schools and the other supports vouchers. There is no competition or choice in closing three schools. While the rest of the country moves forward is Wise County to move backwards? If these schools are closed they will not come back. Not in our lifetimes. No one is going to build a charter school in our part of southwest Virginia. All the vouchers in the world won’t pay for a new school. When these schools are gone they are gone folks. The state won’t pay for them. The fed won’t pay for them. And I hate to break it to you but Dominion is not going to pay for them either.

The people of Wise County should take strong offense to this plan. Do Mullins, Perry, Thompson, Bates and Cornett seek nothing more than to improve their budget by cutting jobs? (Well, that and Mrs. Cornett’s new mascots.) Have they forgotten that they were sworn in to do what is best for the children of Wise County? Putting the budget before the students is putting the cart before the horse. Damaging this economy by eliminating jobs is not in the best interest of anyone. Charging the tax payers for three new buildings when you could renovate six for less is not in the best interest of anyone. (Or just five depending on if you include St. Paul which is the newest building and has air conditioning.) Driving kids across these dangerous mountains when they could have stayed in their hometown schools is not in the best interests of anyone. Paying the gas dollars to fuel those busses driving from the far corners of the county is not in the best interests of anyone. Losing the kids that will go to schools outside of the county is not in the best interests of anyone. Losing the faculty and staff families that will need to move to find new jobs is not in the best interest of anyone.

They provide almost no concrete details. The dollars change from meeting to meeting. The location is no more specific than the “general area” of the four lanes. What? If a Wise County child does not live by the four lanes connecting Norton, Coeburn and Wise then they don’t deserve to keep their school? And let’s be perfectly clear. I’ve not been in the high schools of Appalachia, Powell Valley or Pound in several years but the fact of the matter is that St. Paul High School is a very nice air conditioned building it would be foolish spend money to replace it.

I have one daughter currently in St. Paul Elementary and another I plan to send there in a few years. I currently live in Russell County and drive across the river each morning to take my daughter to what she calls a “special school”. If St. Paul High School is closed by the time she is old enough to attend then I promise you she will not attend a school in Coeburn. My children will take their backpacks and their budget dollars to Castlewood. If Castlewood is over flowing with other former St. Paul students by then I would rather move my family further into Russell County and send them to Lebanon before I would send them across the mountain to Coeburn. This is nothing against Coeburn. I like Coeburn plenty but Coeburn is closer to Wise than St. Paul and it does not make any sense to merge the two when St. Paul has a perfectly good building already. I’m sure there are many St. Paul parents that feel the same way. Russell County has shown the good sense to re-model and maintain their schools while Wise County has wasted money on studies for four years. I see progress in Russell County’s leadership. In Wise County’s leadership I see a defeatist backward hopeless attitude.

This plan is so illogical that one has to question the motives of Mike Mullins, Vanessa Perry, Ted Thompson, Phillip Bates and Betty Cornett. When elected officials choose to spend four years researching ideas that are not in Wise County’s best interests then you have to ask if there some unseen motivation? The people of Wise County need to take a hard look at Mike Mullins, Vanessa Perry, Ted Thompson, Phillip Bates and Betty Cornett. What do they look to gain from this? (Well, besides the new mascots.) They have provided so little concrete information that one can’t help but come to conclusions which may not be flattering. Do they look to profit? Are they looking for profit for friends or associates? Are they hoping to profit from the Construction Control Corp of Virginia? Is it just coincidence that the proposal is to build the schools in the same towns these five members are from? The fact that they have refused to base the Nov. 3 public hearing on any details on costs, locations, job loss, transportation costs, or to even have the hearing be open to questions makes one even more skeptical of their motivations. Questions will be asked. They will refuse to answer at their own peril. It may also be worth noting that none of the named school board members have their email addresses listed on the county’s website. In short, are they scoundrels or incompetent? Either conclusion is unacceptable.

After four years of this the buildings could have already been re-modeled. Just look across the river at Castlewood. But still the children of Wise County wait and wait on deliberations. They have put the county right back where it was during the 2004 meeting at J.J. Kelly that ended with Mike Basham being fired. And let us also take a look at the scheduling of this meeting itself. They propose to take schools away from three communities but the hearing is to be in one of the towns promised a new school? How is that fair? The timing is also suspect. The Monday after Halloween and the day before a presidential election could be a hard day for many citizens to fill their gas tanks and drive to Wise. Public outrage is natural and should be expected at the Nov. 3 hearing. The communities that are losing schools should obviously be outraged. The taxpayers of the county as a whole should be outraged both at the cost of three new schools and the loss of jobs. The parents and students of Wise, Coeburn, Big Stone Gap, Pound, Powell Valley and Appalachia should be outraged because their schools could have already been re-modeled by now and a nice shiny new school will not show up any time soon.

We are kidding ourselves if we think these three schools can even be built. There is no money unless you raise taxes on people who are already struggling during harsh economic times. The people of Wise, Coeburn and Big Stone Gap deserve modern facilities but they are kidding themselves if they think this will solve their problems any time soon. They should have been furious and should have demanded remodels four years ago.
Even in the best case scenario where years from now kids could walk into these new schools they will be doing it in a backwards dead county with fewer jobs, no future, no competition and no choice. If I’m wrong and this plan does not cause irreparable damage to the entire county and there is some kind of boom in the county then you are still cursed because you only have three schools to serve an entire county spread over extreme topography. Good luck asking for more schools then. Good luck getting more money then. When these schools are gone these schools are gone folks and we are kidding ourselves if we don’t realize that the elementary schools will be the next in line.

And please understand; let me make perfectly clear; this is not about St. Paul, Appalachia, Pound and Powell Valley vs. Wise, Coeburn and Big Stone Gap. We all want is best for our children, for our economy and our communities. This is about Mike Mullins, Vanessa Perry, Ted Thompson, Phillip Bates and Betty Cornett vs. Wise County.

I am calling on Congressman Rick Boucher, Senator John Warner, Senator Jim Webb, Delegate Bud Phillips, Delegate Terry Kilgore and Governor Kaine to take a hard look at the performance of Mike Mullins, Vanessa Perry, Ted Thompson, Phillip Bates and Betty Cornett on behalf of the families and children of southwest Virginia. I am asking them to stand with us and say no to school closings. (I would forward this email to all of the named School Board members but as I mentioned earlier their email addresses are not listed on the website.)

St. Paul vs. Consolidation Update

The people of the small towns of St. Paul and Appalachia can breath a sigh of relief for a moment but this is not over by a long shot. This article lays out some interesting numbers that help explain the madness behind county school board member's desire to build a super school. This article does a nice job covering what was discussed at last night's school board meeting.

It is painfully obvious that this is about staffing. This is about 'saving' money by cutting payroll. Eliminating jobs for good teachers, coaches and staff just to fatten the bottom line. I estimate that consolidation would eliminate at least 129 jobs. That is 129 valuable members of Wise County's economy that won't be adding to Wise County's tax revenue. That is 129 people who will probably take their talents to Russell, Scott or another county. This is insanity. Virginia's unemployment rate rose by 3.8% in January and you want to spend the county's tax payers money to research plans to cut more jobs. To me the solution is a no-brainer and is long over due; fix the schools you have. If they can't be fixed then rebuild. Yes, the students of Wise, Coeburn and Powell Valley deserve to have class in nice air conditioned rooms. That is no reason to take kids out of a school like St. Paul that already has nice air conditioned rooms. Do not punish the smaller towns and the long term well being of the entire county's economy just to put some construction dollars in the hands of a few. This is cutting off the nose to spite the face.

This idea that population decline necessitates closing schools is absurd. These schools are not empty and thier jobs are some of the last jobs keeping this county going. If you believe that defeatist nonsense then what hope is there for this county? Do you think Russell and Scott county are bringing new jobs into the area by cutting schools? That is insane. This is a chance for Wise county to make a stand to say that this county is not dying, to say this county will grow that we will invest in our children and educate a workforce that will bring new business and opportunity to the county. This is not the time to go backwards. Closing schools is not progress.

Save St. Paul High School

Most of my pals that follow this blog are not from Virginia so saving my home town's high school may not be a story of interest. However, I think anyone who appreciates the importance of strong community schools might want to take a look at this. Please visit Voice For Commuity School's web page. If you have ideas to help with the seemingly inevitable fight to save the school, then please let them know. If you are from Virginia, and especially if you live in Wise or Russell county, then please try to attend the February 18th Wise County School board meeting and let them know that closing the newest high school in the county is not progress. It is vanity.
